Preheat the oven to 325° Fahrenheit. Butter a 10-inch tart pan, and set aside.
In a large bowl, beat the melted butter and sugar. Add the eggs and vanilla, and whisk to combine. Stir in the oil and cocoa powder just until smooth.
Using a rubber spatula, stir in the pancake mix and salt until just combined. Gently fold in the chocolate chips. Pour the batter into the prepared tart pan, spreading it out evenly.
