In medium sauce pan, sauté onions in olive oil. Add ground beef and break apart with spoon. Once browned, add chopped bell peppers, salt, black pepper, paprika, and minced garlic.
Preheat oven to 350F (176C). Lay out phyllo dough. Layer sheet of phyllo on top of one another. Brush sheets with melted butter until they are evenly moistened.
Put 1/2 cup of the ground beef mixture horizontally in a strip. Roll up the phyllo dough tightly, creating one long roll. Bake for 15 minutes.
While rolls are baking, whisk together milk, egg, salt, and black pepper. Remove the partially baked rolls from the oven and brush the mixture over all of the rolls. Enjoy!
