Preheat your oven, and line baking sheets with parchment paper or silicone mats. In a mixing bowl, whisk the dry ingredients until well combined.
In a second large bowl, cream the butter, granulated sugar, and brown sugar until light and fluffy. Beat in the egg, egg yolk, and vanilla extract.
Working slowly, add the dry ingredients to the bowl of wet ingredients, mixing just until a smooth dough forms. Whisk the sugar and cinnamon together in a small, shallow bowl.
Use a cookie dough scoop to portion the cookie dough into equal-sized balls, and roll them in the cinnamon sugar mixture.
Arrange the cookie dough balls on the prepared baking sheets, leaving space in between each piece.
Transfer the cookies to the preheated oven, and bake just until the edges are lightly golden.
