Add the spinach, oil, parsley, garlic, and milk to a food processor, and pulse until smooth
In a large pot over medium-high heat, add the butter and flour. Cook, stirring continuously until the ingredients are well combined and golden in color.
Add warm milk, pasta, and seasonings to the pot, and continue to cook and stir until the mixture thickens. Reduce the heat to low, and stir in the cheese.
